Ohio Senator Seitz (R. Cincinnati) –Chairman of the Ohio Senate Public Utilities Committee — is preparing legislation that would extend Ohio’s “freeze” of its previous renewable energy (2.5%) and energy efficiency (0.12%) targets from 2017 to 2019 and reduce increases in the RPS and EERS targets through 2029. The draft bill contains a number of additional provisions, including some which address CHP, net-metering, third party sales, and utility financing. The bill would also limit Oho EPA’s options for developing a State implementation Plan pursuant to EPA’s Clean Power Plan.
